Overview

The Deputy Treasurer is a senior Treasury leader responsible for establishing the standards, frameworks, and management processes that support sound balance sheet decision-making, regulatory readiness, and effective risk oversight. The role reports to the Treasurer and initially serves as a functional leader across Treasury governance, enterprise capital and liquidity stress testing, and forward-looking balance sheet planning.

 

The position owns program design, methodology, governance, integration, challenge, and executive communication. The role will rely on subject matter experts and execution teams across Treasury, Finance, Risk Management, Investor Relations, Asset Liability Management, business units, and the Bank’s Shanghai team to implement approved standards and produce recurring deliverables. Over time, successful performance may support expansion into a broader Deputy Treasurer mandate.

Responsibilities

1. Treasury Governance and Regulatory Readiness

  • Co-own (with subject matter experts) and continuously enhance Treasury’s governance framework, including policies , standards, procedures, management committees, change governance, issue management, and control documentation.
  • Set minimum standards for Treasury methodologies, assumptions, models, controls, documentation, management reporting, and evidence retention, while partnering with accountable subject matter experts on implementation.
  • Lead Treasury’s regulatory readiness program and serve as the senior Treasury lead for Federal Reserve and California Department of Financial Protection and Innovation examinations and supervisory engagement. 
  • Own Treasury-related regulatory remediation plans, including root-cause assessment, target-state design, milestones, evidence, management escalation, and sustainable closure; secure temporary or dedicated support when examination or remediation activity requires additional capacity.
  • Lead Treasury’s engagement with the second and third lines of defense, including Enterprise Risk Management, Model Risk Management, Internal Audit, and other control partners.
  • Monitor regulatory developments and industry practices, translate them into implications for the Bank, and advise the Treasurer and senior management on required actions and strategic choices.

2. Enterprise Capital and Liquidity Stress Testing

  • Assume full accountability for the Bank’s capital stress testing program, including methodology, scenario design, assumptions, model and process governance, results integration, documentation, challenge, approvals, and executive communication.
  • Lead the existing capital stress testing team and establish a clear operating model, decision rights, quality standards, development priorities, and talent plan.
  • Own liquidity stress testing methodology and governance, while recurring production and execution remain with the Shanghai team and other designated subject matter experts.
  • Further integrate capital and liquidity stress testing into a coherent enterprise framework that identifies vulnerabilities, connects stress outcomes to management actions, and informs contingency planning and risk appetite.
  • Ensure stress testing appropriately incorporates balance sheet, earnings, credit, market, deposit, funding, liquidity, capital, and strategic assumptions from relevant functions.
  • Lead senior management review and effective challenge of scenarios, assumptions, results, limitations, and proposed management actions.
  • Drive progressive enhancement of stress testing capabilities in line with the Bank’s size, complexity, risk profile, and evolving supervisory expectations.

3. Strategic Planning and Forward-Looking Forecasting

  • Lead an integrated, multi-year forward-looking planning process for the balance sheet, capital, liquidity, funding, and related earnings implications.
  • Create a single Treasury planning view that incorporates the appropriate data, assumptions, and projections from Financial Planning & Analysis, Investor Relations, Asset Liability Management, senior management, business units, and risk partners.
  • Establish planning calendars, ownership, assumption governance, reconciliation standards, controls, and executive review forums.
  • Ensure baseline forecasts and stress scenarios are internally consistent and provide a clear view of capacity, constraints, trade-offs, and required management actions.
  • Provide independent challenge of growth, deposit, funding, margin, capital, liquidity, and balance sheet assumptions, with transparent documentation of key judgments and sensitivities.
  • Use planning outputs to support ALCO decisions, strategic initiatives, risk appetite, capital deployment, funding strategy, liquidity positioning, and management communications.

4. Committee Leadership and Executive Communication

  • Present monthly to the Asset Liability Committee (ALCO) on governance, stress testing, regulatory readiness, forward-looking planning, key risks, and recommended actions.
  • Present to the Risk Oversight Committee and the Board or its committees as needed, with increasing exposure as the role develops.
  • Lead Treasury’s committee engagement, shaping decision-ready materials that translate technical analysis into clear implications, choices, risk tolerances, triggers, and management actions.
  • Promote effective challenge, clear accountability, timely escalation, disciplined minutes and action tracking, and demonstrable closure of decisions.

5. Leadership and Organizational Development

  • Provide direct leadership to the capital stress testing team, initially comprising a senior team lead and professionals across multiple levels.
  • Clarify responsibilities between methodology ownership, governance, production, validation, review, and approval across Pasadena, Shanghai, and partner functions.
  • Build scalable analytical capacity through development of existing team members and, as warranted, a Treasury rotational analyst, dedicated Shanghai analytical support, temporary remediation support, or additional headcount.
  • Develop a culture of intellectual rigor, constructive challenge, clear documentation, accountability, continuous improvement, and strong cross-functional partnership.
  • Serve as a senior advisor to the Treasurer and contribute thought leadership across Treasury priorities beyond the role’s direct programs.
  • Partner with the Treasury Head of Data to establish clear data governance rules to facilitate effective analysis across the Treasury function as well as the wider bank.

Qualifications

  • Bachelor’s degree in Finance, Economics, Business Administration, or a related field; an advanced degree or professional designation is preferred.
  • 15+ years of progressive experience in bank Treasury, capital management, liquidity risk, stress testing, financial planning, risk management, regulatory affairs, or relevant financial services advisory roles.
  • Demonstrated leadership of capital planning or enterprise stress testing, including scenario design, methodology governance, forecasting, documentation, management challenge, and executive or regulatory communication.
  • Strong knowledge of bank capital, liquidity, balance sheet management, asset liability management, funding, earnings forecasting, and the interdependencies among these areas.
  • Substantial experience with U.S. bank regulatory expectations and supervisory examinations, including effective management of remediation programs.
  • Proven ability to lead senior professionals and complex, cross-functional programs through influence as well as direct authority.
  • Exceptional executive communication skills, including the ability to translate complex analysis into clear decisions, risks, and actions for ALCO, senior management, regulators, and Board audiences.
  • Demonstrated judgment, integrity, intellectual curiosity, and willingness to challenge assumptions constructively.

Success Profile

Success in this role requires a leader who can move fluidly between technical depth and executive judgment. The individual must be able to set the standard, build alignment across functions, develop a strong team, anticipate regulatory expectations, and convert integrated capital, liquidity, and balance sheet analysis into practical management decisions. The strongest candidate will combine practitioner credibility with the thought leadership and communication skills needed to help Treasury mature as the Bank grows in size and complexity.

Compensation

The base pay range for this position is USD $200,000.00/Yr. - USD $300,000.00/Yr. Exact offers will be determined based on job-related knowledge, skills, experience, and location.
